∩bike Project
2016
∩bike project was introduced in 2016 at the Taipei Biennale. Unfortunately, this project had not been launched in the final. As a commemoration,I will post the main idea of the project here. Beside, we are looking forward to launch this project in one day.
∩bike計畫是在2016年台北雙年展徵件期間提出的計畫,可惜最後並沒有被採用,做為一種紀念,我將這個計畫的內容展示在這裡,期待有一天這個計畫能夠被實踐。

Ubike is introduced by the Taipei city government transportation department for the purpose of an eco- friendly and internationalized city traffic policy since 2012, trying to provide a large number of short- term rental bicycle station to the public in central Taipei, replacing the cars and motorcycles with bicycles for citizens’ common short-term use, reducing the pollution in the city, to achieve a better quality of life and to promote the sightseeing value of city. So far, apart from Taipei city, Taiwan has three other cities practicing the same policy.
This is a strategy that started from 1960 on motor vehicle management, easy smart shuttle tool can carry out in cities as the main locomotive public transport. Since the shortage of public transportation for the huge number of urban and rural public, for the second time the government is introducing this public transportation. The interesting fact is that, both policy promotions carry the same goal, in the past, motorcycle shows the progression of the industrial development, yet now, modernizing transferred the bicycle into the main tool for transportation as imitation the European city.
But, the bicycle provided by the government is irrelevant in a city where the public can move as their wish, the transportation used by the public is still mainly cars and motorcycles, we can often see bicycles moving on pavement and among the fast moving cars clumsily. While the bicycle is deeply connected with health benefit as promoting slogan, government is shaping the the appearance of the city by ruling the citizens’ body. When we have the first thirty minutes of the rental for free but, not able to provide a cycle lane, will clearly show the image of public interests on only pursuing a modernized city surface, which will create a false in democratic space.
In a fine art museum, a freely moving body and a democratic space is closely related, more and more people tried to invent something which can’t be seen in the past, providing ability of movement to the people who wasn’t able to , and when we try to provide such ability, we have missed the importance of their natural ability of movement: these are not to be seen in the past, for example exhibiting the site of the process of being produced, or the viewers who are controlled by the staffs of the museum, naturally they are capable of a free movement and ability of changing the site, these abilities will make the feedback of the participants not merely appear after they studied the production of the museum but, actually it will happen when they enter the museum site.
While planning for ∩bike, I have also tried holding an exhibition at a site where no exhibition has ever held before, to exhibit both the exhibition site and producing area, and also practice by building an Ubike cycle lane. This cycle lane is not only connected to the station outside the exhibition centre, the viewers can also ride the Ubike to reach the exhibition site, it also connect to the underground administrative area, to let the viewers to enter the site where the staffs are working, then exit through the parking exit point to complete their visit. Finally collecting the feedback from the visitors who rode the Ubike from the website and combine with older feedback then publish new topic to discuss.
In this project I have unintentionally enrolled the viewers to take a part in the contemporary art as an actors. By the democratization of art space, to respond to the issue of illusions of democratic space in the reality

Ubike是台北市政府交通局自2012年為了營造環保與國際化的都市所推行的交通政策,試圖在台北市中心提供大量可供民眾短期租借腳踏車的腳踏車車站,使腳踏車取代汽機車成為市民常用的短程交通工具,降低城市的廢氣排放量,進而達到改善市民生活品質與提升城市觀光價值的目的。目前,除了台北市,台灣還有三個都市正在推行這項政策。
這是自60年代政府放寬對於機車的管制,推行可以輕便靈巧地穿梭在城市之中的機車作為市民的主要交通工具,解決公眾交通工具數量不足以應付龐大的城市與鄉村人口移動問題以來,第二次對於單一交通工具的大量推行。有趣的是,這兩次的推行都出現的相似的目標,在過去,機車象徵著工業發展中對於進步的追求,而在現在,對現代化追求與模仿對象則轉移到以腳踏車作為主要交通工具的歐洲城市上。
但政府提供的腳踏車與一個身體能夠更加自由地移動的城市在很多時候是不相關的,城市交通的設計到現在依然以汽車與機車為主,腳踏車往往在人行道與快車道之間笨拙地移動。而當腳踏車運動與健康連結,同時被選用來作為Ubike推銷的用語時,政府正透過對於身體的治理來形塑城市的外觀。當我們擁有租借前三十分鐘免費的腳踏車,卻沒有騎乘腳踏車的車道時,暴露的正是一種為了追求現代化城市的表象,所營造的假的空間民主。
而在美術館內,身體的自由移動同時也與空間的民主息息相關,越來越多為了打開美術館而做的嚐試,使過去不可見的成為可檢視的,賦予過去無法移動的人們可以移動的能力,但當我們試圖賦予這些東西能動性時,其實忽略了這些東西自身的能動性:這些過去無法被看到的,例如展覽被生產的狀態,或者一直被美術館員工管理的觀眾,本身就具備著在場所中遊走並改造場所的能力,這些能力並不會單單顯示在觀看一檔展覽後所產生的訊息之中,而是在進入場所的當下。
